Hull shoplifter handed stringent Asbo (20 November 2013)

A prolific shoplifter from Hull has been given an Asbo containing an unprecedented amount of negative prohibitions after proving a constant menace to locals in the area and breaching a number of previous orders.
Forty-three year old Neil Francis Palmer, who is currently serving a six-month prison sentence for a variety of offences, has been given an Asbo that covers the entire police force area of Humberside. This is a rare move for the courts and is due to persistent aggressive behaviour.
Mr Palmer was sentenced to a jail term in October at Hull Crown Court after stealing a pedal cycle and breaching a previous Asbo put on him for repeated shop thefts. The new Asbo will take effect when he leaves prison early next year and will run until November 3, 2017.
PC Andy White, of Kirk Ella police station, commented: “The shop assistants he abused are hard workers, many of them women. They don't need to put up with the abuse from the likes of people like Palmer; they don't deserve it. I'm really pleased he now has an Asbo until November 2017 and that is for the whole force area.”
The Asbo means Palmer is now prohibited from acting in an antisocial manner, inciting a person using threatening behaviour, throwing or kicking any object in public and being in possession of an opened alcoholic container in public. He could face up to five years in jail if he breaches any of the conditions.
