The Parole Board Review is a risk assessment to ensure offenders can safely be released from prison back into the community. In the case of those serving life sentences – “lifers“ – the Parole Board must decide if the risk to others is “no more than minimal”.


Under the Criminal Justice Act 2003, IPP sentences are classed as a “serious specified offence” – usually involving convictions for violent crime or sexual offences.
