The Health and Safety Executive (HSE) has prosecuted a Gas Safe-registered engineer from Middlesex for carrying out unsafe work, which put the residents of a house at risk of carbon monoxide (CO) poisoning.

Self-employed gas engineer Michael Efthymiou carried out an unsafe installation of a gas combination boiler and flue at a domestic property in Crossfield Road, Clacton-on-Sea in Essex.

HSE investigators found that, on 7 February 2015, Efthymiou left the boiler in place with significant failings, leaving the tenants at risk of exposure to dangerous products of combustion.

At Chelsmford Magistrates’ Court on Monday 23 August, Efthymiou – of Nursery Gardens, Enfield in Middlesex – was found guilty of breaching Section 3(2) of the Health and Safety at Work etc Act 1974 and Regulation 27(1) of the Gas Safety (Installation and Use) Regulations 1998.

He was fined £2,460.00 and ordered to pay £6,722.37 in costs.

Carbon monoxide is an odourless, colourless gas which can be emitted from boilers, cooking appliances and water heaters, which are incorrectly installed or have poorly fitted flues.

The effects of CO poisoning include headache, nausea, sleepiness and eventually lack of consciousness – and even brain injury or death.

Signs of CO include a sooty “mourning card” ring around the edge of a ceiling or at the top of a wall – or dense, sooty deposits above a heating appliance or boiler.

Rooms where there are such appliances should be fitted with a well- maintained carbon monoxide detector – and gas appliances should be checked regularly by a Gas Safe engineer.

If carbon monoxide is suspected, appliances should be turned off, ventilation to the room should be increased by opening a window or door – and a Gas Safe engineer and/or the emergency services should be called immediately.
