Duncan Lewis, Main Solicitors, Housing Supervisor Amandeep Bains Publishes New Practical Guide to Homelessness Law in England

Duncan Lewis Solicitors is delighted to announce the publication of A Practical Guide to Homelessness Law in England, a new legal handbook authored by Amandeep Bains, Supervising Solicitor in the firm's Housing Department.

Published by Law Brief Publishing, the book is now available to view and pre-order ahead of its official launch on Monday 22 June 2026.

Drawing upon extensive experience representing homeless applicants and challenging unlawful decision-making by local housing authorities, Amandeep's book provides a comprehensive and practical guide to homelessness law in England. The publication is designed to support lawyers, advisers, local authorities and professionals working within the housing and homelessness sector.

A Practical Resource for Housing Practitioners

A Practical Guide to Homelessness Law in England takes readers through the full lifecycle of a homelessness application under Part VII of the Housing Act 1996, as amended by the Homelessness Reduction Act 2017. Covering each stage of the process—from initial approaches and assessments through to reviews, appeals and judicial review proceedings—the book combines detailed legal analysis with practical guidance informed by real-world casework experience.

The handbook examines the legal duties imposed on local housing authorities, key statutory tests, relevant guidance and leading case law. It also focuses on identifying unlawful decision-making and securing effective remedies for clients facing homelessness.

Comprehensive yet accessible, the publication serves as an essential reference for practitioners acting for homeless applicants and local authorities alike.

Reflecting Duncan Lewis' Commitment to Housing Justice

Amandeep's publication reflects the specialist expertise and commitment to access to justice that underpin the work of Duncan Lewis Solicitors' nationally recognised Housing Department.

Commenting on the publication, Amandeep said:

"I am incredibly proud to see A Practical Guide to Homelessness Law in England published. The book is intended to be a practical resource for those working in the sector and reflects many years of experience representing individuals and families facing homelessness.

I would also like to acknowledge the support and guidance I have received from Directors Manjinder Kaur Atwal and Daljit Singh Shina throughout my career. They have taught me a great deal about housing and homelessness law and have played a significant role in my professional development. This publication is, in many respects, a reflection of the knowledge, experience and culture of excellence that exists within the Housing Department at Duncan Lewis."
