Conservative ministers are planning to ban EU migrants from claiming out-of-work benefits as part of the government blueprint for Universal Credit.

< a href="http://www.express.co.uk/news/politics/532848/EU-migrants-banned-jobless-benefits">The Express reports the move has the backing of Work and Pensions Secretary Iain Duncan Smith, as part of the government’s latest plan to reduce the welfare bill and limit the number of jobless EU migrants coming to the UK.

In January, restrictions on access to welfare benefits for EU migrants were introduced, with migrants new to Britain now having to wait for three months before being able to claim jobless welfare benefits.

The Conservative Party says that banning access to out-of-work benefits for EU migrants will not breach EU rules because the move does not prevent EU citizens having access to the UK jobs market, or restrict freedom of movement across the borders of EU member states – a fundamental principle of the EU.

Conservative MP Nigel Mills said:

“People who have not paid anything into the out-of-work benefit system should not be entitled to draw anything out.

“If Universal Credit will mean migrants can be stopped from getting access to out-of-work benefits, that seems perfectly fair and reasonable to me.”

David Cameron is expected to announce the policy by the end of the year – and it could form one of the Tory manifesto pledges in the run up to the general election in May 2015.
