A new report from the Office for National Statistics (ONS) shows that an alleged discrepancy between official figures for the number of EU workers coming to the UK and the number of National Insurance numbers (Ninos) issued can be explained by the number of EU workers who come to the UK for a short period only.

There has been an increase in the number of EU workers who come to Britain for short periods of up to one year, during which time they may apply for a NI number.

The report shows that, in the year to September 2015, around 655,000 Ninos were issued to EU newcomers – but over the same period, immigration figures show that 257,000 people arrived in the UK from EU member states. Immigration figures are usually based on the number of long-term migrants who come to the UK, however.

The report states:

“Short-term migration to the UK largely accounts for the recent differences between the number of long-term migrants ... and the number of National Insurance number registrations for EU citizens.”

The ONS said that the International Passenger Survey – which compiles statistics on migration using data gathered from those leaving and entering the UK at ports, airports and the Channel Tunnel – remains the most effective way of measuring immigration, rather than NI numbers.
