An analysis by housing charity Shelter has revealed that a third of homes due to be completed remain unbuilt despite the housing crisis. The analysis was based on figures obtained from the Department for Communities and Local Government among other data.

Although over 320,000 homes have been granted residential planning permission in the last five years, they remain uncompleted. Shelter has spoken of the impact that this is having on ordinary working families, who are bearing the brunt of these “phantom homes”.

According to the analysis, the issue is especially acute in London, where as many as half of the homes with planning permission have not been built.

Shelter accused the country’s house-building system of encouraging developers to sit on land but slowly build new homes in order to keep prices high, and argued that the Government needs to toughen up and give councils the power to tax those who do not build quickly enough.

Anne Baxendale, who is head of communications, policy and campaigns at Shelter, said:

“House builders are trickling out a handful of poor-quality homes at a snail’s pace, meaning there are simply not enough affordable homes and ordinary families are bearing the brunt.”
