The Renting Homes (Wales) Act 2016 has received Royal Assent – and as a result, the legislation will improve the lives of the one million people in Wales who rent their home, says the Welsh Government.

The Renting Homes (Wales) Act 2016 will make renting a home simpler and easier, replacing various and complex pieces of existing legislation with one clear legal framework.

The Act replaces the majority of current tenancies and licences with just two types of contract – one for the private rented sector and one for social housing.

The new legislation will require landlords to issue a written statement of the contract, which clearly sets out the rights and responsibilities of both landlords and tenants – and landlord will also be required to carry out repairs and ensure rental properties are fit for human habitation.

The Act will also help protect people from being evicted simply for complaining about the condition of a property – and will help to prevent people being made homeless when a joint tenant leaves a tenancy, thereby ending the tenancy for other tenants.

The legislation will also offer more protection to victims of domestic abuse, by making it lawful to evict the perpetrator of the abuse.

The Welsh Government said that the Act would also help landlords recover properties in situations where a tenant has abandoned it.

First Minister Carwyn Jones said:

“The Regulation and Inspection of Social Care (Wales) Act 2016 is the second substantial piece of social care legislation this government has introduced since the National Assembly gained new law-making powers in 2011.

“Through our legislative programme, we are using our powers for a purpose – to deliver better social care for the people of Wales.”
