West Oxfordshire District Council has announced that planning permission and legal agreements have been approved for 1,000 new homes to be developed on a site at Witney.

Developers Barton Willmore announced the completion of legal agreements that have unlocked outline planning permission for the site, which will be the next major addition to Witney – reaping “important benefits” for the town.

Planning permission will allow developers to deliver up to 1,000 homes in an attractive, tree-lined development, as well as a major employment area to the west of Witney.

The development site will cover a total of 73 hectares and will not be “overbearing” or overlooked by established areas of the town, said the council.

A minimum of 30% of the housing will be affordable – and provision has been made for an 80-unit extra care home, comprising 40 affordable units.

With the A40 to the south of the site and Downs Road to the west, a major benefit to Witney will be the delivery of much needed highway improvements with a new A40/Downs Road junction, the council added.

Developer funding contributions of £250,000 will also go towards upgrading Witney’s leisure and arts facilities at the West Witney recreation ground, with £100,000 for the Corn Exchange, £250,000 for the town centre and car parking improvements and £100,000 for public art.

The council said that sustainability was a key feature throughout the design and layout, ranging from energy efficient housing to landscaping, transport and travel. The use of public transport is prioritised.

At the heart of the development will be a new primary school, space for a secondary school, a neighbourhood centre comprising shops, a free car park and potential for other amenities.

Leisure and amenity facilities for children will be included throughout the site and there are plans for an off-site BMX track, playing fields and a multi-use games area.

Head of Planning and Strategic Housing at West Oxfordshire District Council, Giles Hughes, said:

“Barton Willmore’s announcement has been a long time coming, but is extremely welcome, as a development of this scale will help meet our housing, recreational, educational, employment and commercial needs for the coming years.

“The agreements made between the council and developers bring significant benefits for the local area and so it is good news story for West Oxfordshire.”
