Scrap metal dealer fined £1,200 for advertising his services over truck’s PA system (8 December 2014)

A scrap metal dealer who used a PA system on his truck to advertise to potential customers has been prosecuted by his local council.
The Daily Mail reports that Gareth Banner attached a loudspeaker to his truck as he went about his business collecting scrap metal.
The council had warned Mr Banner on numerous occasions about the loudspeaker, which he used to advertise his scrap metal business Taffy’s Scrap Metal Collection.
He ignored council warnings, however, and was prosecuted by East Staffordshire Borough Council under the Control of Pollution Act 1974, after council officers witnessed Banner using his loudspeaker in the street to attract business.
Banner did not attend Stafford Magistrates’ Court for the hearing and in his absence was fined £200 plus costs of £986.52 and a £20 victim surcharge.
After the hearing, deputy leader for regulatory services at East Staffordshire Borough Council, Sonia Andjelkovic, said:
“The illegal use of amplified equipment to advertise services in public places will not be tolerated.”
The Control of Pollution Act 1974 relates to waste disposal, water pollution, atmospheric pollution and public health.
