Buckinghamshire County Council has prosecuted the driver of a van who dumped polystyrene materials at Iver in Buckinghamshire.

At High Wycombe Magistrates’ Court, Jim Peter Draper, 33, of Leylands Lane, Staines-upon-Thames in Surrey was convicted for a fly-tipping offence, after pleading guilty to the charge.

The court heard that, on the morning of 23 August 2016, a passing motorist saw Draper’s white van parked on the nearside of the road in Seven Hills Road, Iver Heath, Buckinghamshire. He was seen to throw polystyrene onto the ground to the side of the van and then to get into the driver’s side of the van.

The motorist was able to take down the registration number of the van and the incident was reported to the local authority. Enquiries were made as to the ownership of the van on the relevant date.

A Waste Partnership for Buckinghamshire investigator interviewed Draper at a police station, where he fully admitted the offence – stating that he had been to a local green waste site and, on his return, stopped to go to the toilet at the side of the road.

He had polystyrene packaging in his van from a new TV and had decided to dump the polystyrene at the side of the road at the same time.

The Magistrates fined Draper £300 and ordered him to pay £500 towards prosecution costs, plus £30 in victim surcharge – a total of £830.

The case was investigated and prosecuted by Buckinghamshire County Council, working on behalf of the Waste Partnership for Buckinghamshire.

The Waste Partnership launched the Illegal Dumping Costs campaign in November 2003, to combat illegal dumping and waste management offences in Buckinghamshire.

Since that date, the partnership has secured 583 convictions against individuals and companies for illegal dumping and related offences.
