Hounslow Council in Greater London has prosecuted the owner of a beauty salon, after health and safety officers found he was providing unlicensed treatments by unqualified staff.

Stephen Chen – the registered licensee of China Health Spa Limited in Chiswick High Road – was prosecuted for licensing offences at Feltham Magistrates’ Court.

A visit to the premises was made by the council’s health and safety team following concerns from the public that unqualified staff were providing treatments such as massages.

Hounslow Council health and safety officers found two unregistered female staff working in the treatment rooms in the basement of the premises.

Chen had made no application for the staff to be registered – and at no time during the council’s visit, did he show any evidence of qualifications for the two staff.

Chen pleaded guilty to both charges and was ordered to pay £600 for the two offences, plus costs of £500 and a victim surcharge of £30 – bringing the total penalty to £1,130.00.

After the hearing, Cabinet Member for Community Protection, Hounslow Council, Councillor Sue Sampson, said:

“Treatments can cause serious harm if they are not carried out by a qualified person – that is why we ask businesses to register their staff and show evidence via a qualification they are capable of carrying out any such treatment.”
