Peter Reeve, 64, the gunman who was being hunted for killing an off duty policeman with a gun shot was said to be having problems with his neighbours reportedly over a row about noise and parking. He did not carry a license for the fire arm.
Neighbours described him as a loner but a “nice chap” and a “very smart man” known for helping other elderly neighbours. One of the neighbours said Reeve was very pleasant to speak to but he had certain views on how the world should be – he has certain standards.
His body was found in the graveyard of All Saints Church in the village of Writtle near Chelmsford with gun shot wounds to his head, after a call from a member of the public.
Reeves neighbours said Reeve, who was from Cornwall originally, had become suspicious and "obsessed" about those living nearby.
Stuart Griggs, 40, said in the beginning when he had moved into his flat recently the gunman had seemed "normal" but later he found that Reeve had started to believe his neighbours were up to no good.
He added that someone had told him that the killer had had a confrontation with the old tenant who lived in the flat below him before but whenever Griggs saw him in the stairwell they would share the usual chit chat, Mr Griggs said.
But a couple of months ago he started becoming very paranoid about the couple who had moved in downstairs.
He came up to Griggs a few times and said that something was going on downstairs and that he thought the couple was printing money. Next thing he said he thought drugs were involved. But Griggs told him that he was wrong but he seemed to become obsessed with it.
Griggs said he also tried to explain to him that the guy downstairs was a lorry driver and the reason why comes home at odd times of the night but he still wouldn’t believe.
Then on the fateful day Griggs said he saw the gunman chasing the couple into the street, firing wildly at the boyfriend. He said he watched it all happen from his window but it still hasn't sunk in.
PC Dibell had rushed out of his house when he saw a man and a woman being chased down the street by the shooter armed with a handgun when he was felled by a single shot.
Mr Griggs said that he really felt sorry for the police officer's family as he was so brave to intervene. It was a brave thing to do very few would have taken such a risk he said.
The man with leg injuries who has been hospitalized is safe and it was understood he and the woman who were being chased knew Reeve and gave his name to police.
