North Lincolnshire Council is contributing £175,000 towards a project to provide accommodation for vulnerable and young people through the Scunthorpe town centre housing project.

The council is working with PHASE in a project costing a total of £450,000, which will see nine units of accommodation built in the town centre to meet the housing needs of young and vulnerable people.

The town centre housing project involves bringing back to use two vacant properties on Scunthorpe High Street – the properties will provide employment, skills and volunteering opportunities for young people aged 18 to 25, as well providing nine new homes.

PHASE is a Social Enterprise (Community Interest Company), which was set up by North Lincolnshire Council in 2014 – and provides high quality services for young people who have left care, are on the cusp of care, or require longer-term housing and support services.

A range of services is offered through individual, one-to-one support and group work – the service partners with families and individuals in Scunthorpe and North Lincolnshire, who volunteer to take young people into their homes.

There are currently 558 young people aged between 18 and 24 on the Home Choice Lincs register seeking housing in North Lincolnshire. The majority of young people are seeking accommodation in Scunthorpe.

There are 62 young people aged 18 to 24 who are classed as homeless – with 76 young people staying with friends and 16 in temporary accommodation.

Work should start on site in spring 2016, said the council.

The council has previously worked collaboratively with a range of partners to deliver similar projects such as Build Your Future and Young Parents Supported Housing PASTURE Project – all are now managed by PHASE.

The town centre project is part of an overall plan to bring retail units into use as a mix of residential and commercial projects. This includes a plan to provide office accommodation and space for a social enterprise based around furniture upcycling with the council’s waste management service.

North Lincolnshire Council’s Cabinet Member for Assets, Culture and Housing, Councillor John Briggs, said:

“Meeting the housing needs of young people remains a priority for the council.

“We work closely with PHASE to support young and vulnerable people to find the best housing solutions available. PHASE already have a number of properties available to young people, but demand exceeds supply.

“We are committed to investing in Scunthorpe town centre – and this project is part of our overall vision to bring in more investors and put Scunthorpe on the map as a place to ‘live, work and play’.

“The PHASE housing project is a brilliant way of putting vacant retail units back into use – and will provide invaluable support to vulnerable and young people.”

“Our excellent partnership working arrangements with the council are proven through this joint venture – showing the commitment of the council and PHASE to achieve the best for young people in North Lincolnshire.

“Young people will be involved in the development of the project through membership on the Project Board and volunteering opportunities in the refurbishment of the buildings, thus providing them with additional skills to help them enter the world of work.”
