Specifically, the case examines whether an expert report can qualify as a “new fact” entitling an applicant to submit a fresh application, and whether a local authority can lawfully reject such an application if the new facts could or should have been presented earlier.
With no existing legal authority on this key issue, the outcome could have far-reaching implications for homelessness applications nationwide. This recognition highlights the critical work of our Housing team in shaping housing law and advocating for vulnerable individuals facing homelessness.
