Newark and Sherwood District Council in Nottinghamshire has prosecuted a Newark resident with a long track record of anti-social behaviour.

Angela Winter, 40, of Masefield Crescent in Balderton, Newark was taken to court by Nottinghamshire Police and Newark and Sherwood District Council and was served with a two-year Criminal Behaviour Order (CBO).

Nottingham Magistrates’ Court was told that the local community had endured Winter's behaviour for a period stretching back to February 2015, including numerous incidents of screaming, shouting, swearing, verbal abuse and threats.

In addition to pleading guilty of a breach of a Community Protection Notice, Winter also admitted a charge of assault by beating, after the court was told she had grabbed a hold of a local resident by the neck before trying to pull her through a car window.

In their application for the CBO, the police and council set out a catalogue of incidents in which Winter was involved in domestic arguments – and for which she was repeatedly warned regarding her behaviour, but failed to comply.

The court was told that, despite having been served with both a warning of a Community Protection Notice and then a formal notice – which she had breached – her behaviour had failed to improve.

Her partner had also received warnings, but is not subject to the Criminal Behaviour Order.

Under the terms of the CBO, Winter is forbidden from engaging in any domestic disputes outside Masefield Crescent, Balderton – or any other property she lives in, where the public is likely to be caused alarm or distress.

She is also prevented from using loud and abusive language, which would be deemed audible to the public from an area beyond the grounds of her home.

Winter is also banned from contacting – either directly or in directly – a number of named individuals set out by the court.

For the charge of assault, Winter was given a conditional discharge, ordered to pay the victim £300 in compensation and was fined a further £50.

After sentencing, Police Constable Martin Stannard said:

“We cannot allow this individual to continue causing alarm, nuisance and distress to the local community – and they have a right to be protected.

“The CBO will bring relief to local people whose quality of life has been undermined by the actions of this woman – if she does not comply with the order, she may well end up in prison.”


The council’s anti-social behaviour officer, Terry Bailey, added:

“We are constantly working in partnership with the police and other agencies to protect our residents from anybody who behaves in a threatening and anti-social manner.

“The message is clear and simple: we will not tolerate anti-social behaviour anywhere in the district – and are prepared to take legal action against those who choose to cause distress and upset in their community.”
