Newham Council in east London has installed state-of-the-art video cameras as part of its motoring campaign Keep Newham Moving.

In February, the Mayor of Newham Sir Robin Wales and councillors launched a New Deal for residents – including a commitment to keep the borough free of congestion.

As part of this commitment – which includes £100 million investment in the borough’s roads, footpaths and streetlights over the next decade – there was also a pledge to toughen up enforcement of yellow box junctions to help ensure that all road users can travel around the borough unhindered.

The council is introducing a rolling programme of refreshing the borough’s 32 yellow box junctions – and linking them to video cameras, which will gather evidence of motorists breaching the highway code and blocking junctions for other drivers, cyclists, pedestrians and emergency vehicles.

The evidence from the video cameras will be reviewed by trained officers – and, where appropriate, a £130 Penalty Charge Notice will be issued to drivers by post.

It is hoped that tough action will help improve traffic flow along the borough’s main routes, especially during peak periods.

Sir Robin Wales, Mayor of Newham, said:

“Residents have told us that they wanted to see investment in our borough’s roads and this is part of our deal with residents to help them get around the borough.

“We have been updating the junctions and this state-of-the-art technology will help us to catch those who inconvenience others and fail to follow the highway code.

“Meanwhile we have also been busy resurfacing roads, installing new street lighting and consulting with residents about new residential parking zones, which will prioritise parking for them in their own streets.”

Cabinet Member for cime and anti-social behaviour, Councillor Forhad Hussain, added:

“Blocking yellow box junctions can be a hazard for everyone using the roads, whether you are a driver, cyclist or pedestrian – and obstructs the work of our vital emergency services.

“We are warning drivers now to follow the rules and drive responsibly around our borough, otherwise they will find themselves with a £130 fine.”

As part of the plans to Keep Newham Moving. the council is also investing in resurfacing the boroughs roads – so far 1,435 metres of roads have been resurfaced and 2,865 metres of pavements have been re-laid.

The council is also introducing more residential parking zones across the borough and establishing more car club bays, so that every resident is within ten minutes walk of a convenient hire vehicle.
