Northumberland County Council has prosecuted a fly-tipper who left a trail of waste across local countryside.

Lee Green, 28, of Anton Place in Cramlington pleaded guilty to six fly-tipping offences and two (specimen) waste carrier offences, which took place in January and February 2017.

Green was ordered to pay a total of £3,061 costs and compensation – and was also handed a 12-month Community Order, as well as a two-month curfew order, meaning he must reside indoors between the hours of 9pm and 6am. He will be monitored by an electronic tag.

The van that Green used during his dumping spree has also been seized and destroyed.

The court heard that Green was not a licensed waste carrier, but had advertised house clearance services on social media. On occasion, he fly-tipped waste in the Northumberland countryside which had been collected from as far away as Newcastle and Jarrow.

He was caught and convicted after an investigation by environmental enforcement officers from Northumberland County Council’s Public Health Protection Unit.

They collected evidence from six separate fly-tipping incidents in Blyth, Cramlington, Bedlington Country Park and Swarland and were able to identify the homes the material originated from and trace the tipping offences back to Green.

In February, his van was seized and later crushed, following a joint operation between Northumbria Police and Northumberland County Council.

Public Health Protection Manager at Northumberland County Council, Peter Simpson, said:

“Fly-tipping is a serious environmental crime and the council has a zero tolerance approach towards perpetrators – and will prosecute offenders to make sure they pay for their crimes.”

The council added that the use of illegal waste carriers in the county, often advertising through social media, appeared to be increasing – and has advised residents that if they are to use an independent waste carrier, they must always ask to see the operator’s waste carrier licence issued by the Environment Agency, as well as the relevant waste transfer notes.

If residents make the mistake of employing an unscrupulous operator and their waste is dumped illegally, they are committing an offence and could also face a fine.

Peter Simpson added:

"Householders should be particularly wary of businesses that only operate through social media – and do not seem to have a landline phone number or business address.

“They should also be wary of anyone coming to their door offering to take away rubbish on the cheap.”


In the year 2015-2016, the Northumberland County Council spent £130,640 on disposing of fly-tipped waste.
